(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, no price discounts will be implemented for their products; (2) Support prison enterprises and welfare units for people with disabilities, and treat them as small and micro enterprises.

(c)本项目的特定资格要求：1、符合《中华人民共和国政府采购法》第二十二条的规定 2、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；3、具有建筑工程施工总承包三级及其以上资质；4、具有建设部门颁发的《安全生产许可证》(有效期内）；5、拟派的项目经理须具有建筑工程注册建造师二级及其以上资格及有效的安全考核证书，且未担任其他在建的建设工程项目的项目负责人；6、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动；7、本项目不接受联合体响应。

(c)Specific qualification requirements for this program:1. Comply with Article 22 of the *Government Procurement Law of the People's Republic of China*.
2. No record of dishonest enforcement, major tax violations or serious government procurement bad records on Credit China and China Government Procurement Network.
3. Hold Grade III or above general contracting qualification for building construction.
4. Possess valid Work Safety License issued by construction authorities.
5. The proposed project manager shall have Class II or higher registered construction engineer certificate and valid safety assessment certificate, with no other ongoing project duties.
6. Suppliers under same legal representative or direct holding/management relationship cannot participate. Those offering design, specification preparation, supervision and testing for this project are excluded.
7. Consortium participation is not allowed.
